WEI tool fails with error

When I run the WEI tool on my 2nd Windows 8.1 PC, I get an error saying:
Invalid argument to date encode. (with a red cross icon)
Trying to run the rating via Rate this computer shows the same error, so can not run.
Any ideas why? Can I (or you?) fix this?

System has Windows 8.1 Pro 64-bit, fully updated.
Intel Core i5 CPU, 16 GB of RAM, ASRock mobo, SSD + HDDs.

And second question - how can I translate the program GUI into Bulgarian?
What file do I edit and using what tools? (Notepad/etc)

Attach a screenshot with the error message.

To translate our software from English to Bulgarian you need to make a copy of English.lng file under "Language" folder (where you have installed the software) to Bulgarian.lng.

Open the file in Notepad and translate the text on the right side of the "=" (equal sign). Please don't make changes to the left side of "=".

This has nothing to do with the bug, as my date and time are fine.
I believe the Date/time format is the cause, not the date and time themselves. You may want to test with Windows 8.1 set to Bulgarian Regional Settings in Control Panel.
I will test later today what happens if I switch them to US English and report back.

It appears when I run the program. Yes, after the message, I click OK and the program starts.
Clicking Rate this computer shows an UAC prompt first, I click Yes, then the same error appears again, and no rating process starts.
